The Opposition is weighing a notice to seek the removal of Lok Sabha Speaker Om Birla on grounds of alleged bias, not allowing Leader of Opposition Rahul Gandhi to speak on the Motion of Thanks to the President’s address, suspending eight MPs and making unfair remarks against women members. The development came even as Rahul and other Opposition leaders met Birla in his chamber to discuss ways to break the week-long logjam. The stalemate has persisted since Rahul was prevented by Birla from quoting portions about the 2020 India-China LAC standoff from former Army Chief MM Naravane’s book. While the Opposition objected to Birla “presiding over a systematic erosion of parliamentary conventions”, Lok Sabha Secretariat sources refuted the claims that the Speaker’s remarks about women MPs’ conduct and his advice to the PM not to come to the House on February 4 amid disruptions were exaggerated.Opposition leaders said the motion under Article 94-C of the Constitution, which they were considering against the Speaker, has the signatures of 100 MPs. They said it had the backing of Congress, Samajwadi Party, DMK, Left parties, RJD, Shiv Sena (UBT), NCP (SP) and other INDIA bloc constituents. The TMC is, however, yet to announce its position, and wants to discuss SIR while the SP is keen to debate the alleged insult of Malwa queen Ahilyabai Holkar. The government, for its part, said the Opposition had the right in a democracy to move the motion, but lacked the numbers to carry the same. “The notice to remove the Speaker is being moved on four grounds–he disallowed Leader of the Opposition from speaking on the Motion of Thanks, did not act against BJP MP Nishikant Dubey who levelled unsubstantiated charges against senior leaders of the Congress, suspending eight MPs and levelling charges on the conduct of women MPs,” an Opposition source said. The decision to move the notice against the Speaker was taken earlier today during a meeting at the residence of Congress chief Mallikarjun Kharge.Meanwhile, Rahul, Abhishek Banerjee (TMC), Akhilesh Yadav (SP) and TR Baalu (DMK) met Birla to find a solution. Rahul is learnt to have told the Speaker that he wanted to talk about the suspension of eight Opposition MPs, as also remarks made against women MPs.The leaders also urged the Speaker to revoke the MPs’ suspension. After meeting Birla, Rahul said outside Parliament that PM Narendra Modi did not come to the Lok Sabha on February 4 as he was “scared of the contents of Gen Naravane (retd)’s memoirs”. “Those claiming there was a threat to the PM from women MPs should register an FIR,” he said.
