A controversy has erupted in Punjab after the state’s Chief Secretary and Director General of Police (DGP) reportedly addressed a ‘Maharally’ on ‘Yudh Nasheyan Virudh’ (War Against Drugs) by the ruling Aam Aadmi Party (AAP) in Moga district on Monday.This is probably the first time that top functionaries of the Bureaucracy and the Police have addressed such rally.The event, organised in Killi Chahlan village near Moga as part of the government’s ‘Yudh Nashian Virudh’ campaign, featured AAP national convener Arvind Kejriwal and other senior party leaders.The state government sources said the event was a government function.The BJP has strongly condemned the involvement of senior bureaucrats, questioning whether it constitutes a violation of service rules and the All India Services (Conduct) Rules, which prohibit civil servants from participating in or endorsing political activities. BJP leaders have accused the AAP government of misusing official machinery and government funds for partisan purposes, turning a state anti-drug programme into an election-oriented rally.BJP state president Sunil Jakhar has questioned on X if the All India Service Rules allowed the government officials to address a political rally.Other Opposition parties, including the Shiromani Akali Dal (SAD), have echoed similar concerns. The SAD has urged the Punjab Governor and the Election Commission of India to investigate the alleged misuse of government resources, including ferrying attendees and funding rally arrangements, while linking it directly to AAP’s election campaigning.Neither the Chief Secretary nor the DGP has publicly commented on the allegations so far, and the Punjab government has not issued an official response to the Opposition’s charges. The controversy highlights ongoing tensions between the ruling AAP and Opposition parties in the state.
