The Punjab and Haryana High Court Tuesday directed the Union of India and the State of Punjab to freshly assess the threat perception of senior Akali leader Bikram Singh Majithia and place their reports before the court in a sealed cover, while ordering adequate protection.“It is further directed that till the next date of hearing fixed before this Court, the State of Punjab shall ensure that the petitioner is adequately protected,” Justice Jasgurpreet Singh Puri asserted. The matter has now been adjourned to March 6.At the onset, senior counsel RS Cheema and advocate DS Sobti informed Justice Puri’s Bench that Majithia, released on bail by the Supreme Court on February 2, continued to face a “serious threat to his life”. Reference was made to an earlier order dated May 2, 2025, whereby a Coordinate Bench had directed the State to ensure adequate protection to Majithia in view of a threat assessment by the Ministry of Home Affairs.Cheema also cited an internal communication dated January 3 from the Special Director-General of Police (Intelligence), Punjab, to senior police officials, stating that an input had been received from central intelligence agencies regarding a terrorist organisation planning to target him in jail before the bail was granted.Cheema argued that Majithia had earlier remained a Z+ protectee for several years owing to potential threats and both the State and the Centre should undertake a fresh assessment in view of continuing risks. Majithia was also represented in the matter by counsel SS Sangha, Satish Sharma and Prince Bharol.Punjab Additional Advocate-General Chanchal Singla, on the other hand, submitted that Majithia was presently being provided 15 security personnel, including house guards and an escort, and was “adequately protected”. The State, however, stated it was “not averse” to constituting a committee to reassess the threat perception and to file an affidavit.Additional Solicitor-General Satya Pal Jain appearing for the Union of India also submitted that the Centre was “not averse to conducting a fresh assessment” and sought permission to file a report in a sealed cover on the next date.Taking note of the submissions, Justice Puri ordered: “Union of India shall freshly assess the threat perception of the petitioner and submit the report before this Court on the next date of hearing in a sealed cover.”The court further directed: “Similarly, the State of Punjab shall also freshly assess the threat perception of the petitioner and thereafter, an affidavit shall be filed by the Chief Secretary of the State of Punjab, in consultation with the Director-General of Police, Punjab, before this Court on the next date of hearing.”
