Aiming to penetrate high-altitude areas in Jammu and Kashmir (J-K) post the Pahalgam terror attack, security forces have set up more than 40 temporary operating bases (ToBs) in the past few months in the safe havens of terrorists, who are operating from remote high reaches of the Himalayas.Highly placed sources informed that terrorists operating from PoK and who infiltrate into J-K have been operating from high-altitude areas of the Himalayas in what is being termed as a change in tactics on their part.Notably, the terrorists involved in the Pahalgam terror attack had also arrived through the higher reaches of the Himalayas, and after the incident, security forces were forced to do a rethink therefore, since September 2025, around 40-odd ToBs have been set up in the high-altitude regions more than 6,000 ft and above.In fact, the first ToB was set up in the Tral-Pahalgam corridor, sources informed.Senior officials informed that just as in Chhattisgarh and other Naxal-infested areas, where security forces set up forward operation bases (FoBs) as an area dominating exercise in deep forests to target ultras and end their dominance, similarly ToBs are being set up in the high-altitude areas in an effort to encircle terrorists and cut off their essential supplies in order to weaken their strongholds and corner them.A top security official said that ever since ToBs have been set up, there have been no terror incidents in J-K, unlike between 2024 and mid-2025, when the Gagangeer and Pahalgam attacks had taken place.The idea also is to penetrate otherwise unreachable areas where terrorists had set up safe havens, thinking that security forces won’t be able to target them.However, with the help of adequate paraphernalia like ergonomic bags, special high-altitude boots, heating equipment and multi-layered jackets, security personnel have been successful in penetrating the high-altitude areas and set up ToBs, officials said.In an average ToB, around 16 to 30 jawans and police personnel can be accommodated, sources informed, and with the help of the equipment, almost 3,000 long duration operations have been conducted in both the Kashmir Valley as well as Jammu region since February 2025, they added.
