Amid suspense over cross-voting by “some” Congress MLAs, three objections over two voters “violating secrecy rules” and the Indian National Lok Dal (INLD) abstaining from the process, the polling for the two Rajya Sabha seats in Haryana ended here today.The counting of votes, which was delayed, began after a five-hour wait on Monday evening, following a go-ahead email from the Election Commission of India.The Congress has moved the Chief Election Commissioner (CEC), alleging a bid to interfere in the election.Congress president and Leader of Opposition in the Rajya Sabha Mallikarjun Kharge wrote to the CEC alleging attempts to interfere with the integrity of the election.Citing the time-sensitive nature of the matter, he requested the CEC to meet a party delegation before the declaration of the results.“There is a clear attempt to interfere with the integrity of the elections and it must be stopped/redressed immediately. Furthermore, no disqualification of our legitimate voters/votes cast can be allowed in what is clearly a transparent attempt to taint/derail the process,” said Kharge in his letter.Karamvir Singh Boudh, the Congress candidate, in a separate letter to the EC alleged partisan and partial conduct of the Returning Officer (RO).The party also submitted a memorandum to the EC in Delhi while seeking an investigation into what it alleged was a conspiracy to invalidate the votes of two of its MLAs. It demanded that CCTV footage of the polling process be sent to the EC for scrutiny.Meanwhile, the BJP alleged violation of secrecy during the polling on two accounts — by Tohana MLA Paramvir Singh and Ellenabad MLA Bharat Singh Beniwal — even as the Congress launched a counter-attack, accusing Energy Minister Anil Vij of the same violation.The INLD, which has two legislators — Arjun Chautala and Aditya Devilal, abstained from the voting.Earlier in the day, the Congress MLAs, who had moved to Himachal Pradesh in the run-up to the poll, returned from Kasauli to the city. As many as 88 votes in the 90-member House were polled.In the high-stakes battle for the two seats, the BJP gave the party ticket to former MP Sanjay Bhatia, the Congress fielded Boudh and the entry of the third candidate, BJP-backed Independent candidate Satish Nandal, necessitated a poll and led to suspicion of cross-voting since he did not have the numbers.While it was widely expected that one seat each would go to the BJP and the Congress based on their respective strength in the Assembly, Nandal’s last-day nomination added a twist to the contest.Though there was uncertainty around the result, sources said cross-voting would be known only once the ballot papers were counted.The INLD abstaining from the voting was being seen as a setback for the Independent candidate.However, Congress MLA Mohd Ilyas calling on Chief Minister Nayab Singh Saini after the voting has raised eyebrows in party circles.Post-polls, state BJP chief Mohan Lal Badoli said Haryana would witness a “miracle” once the counting was over, further fuelling speculation of cross-voting.Speaking to the media earlier, Congress MLA BB Batra said, “The RO is under pressure and the delay in counting is on account of that.”The first vote was cast by CM Saini. Vij, who had fractured both his feet last month, arrived in a wheelchair to vote.After the voting, Batra said Sports Minister Gaurav Gautam had objected to the violation of secrecy when Congress MLA Paramvir Singh voted. Chief Electoral Officer Pankaj Aggarwal said the issue would be referred to the EC.After the voting concluded, minister Krishan Kumar Bedi told reporters that the BJP had complained to the EC pertaining to “violation of vote secrecy” by two Congress MLAs.”Two Congress MLAs did not have their ballot folded as required, thus violating the secrecy of their vote. We have complained to the EC,” Bedi said.The results are expected to be declared past midnight. In the 90-member Assembly, the BJP has 48 MLAs, the Congress has 37, the INLD has two MLAs and three legislators are Independents.
