Following recent financial frauds, the Haryana Education Department has asked for details of all school bank accounts and FDs.The Directorate General of Secondary Education has asked the Director, SCERT, Gurugram, district education officers and district elementary education officers to submit 10-point details on their offices, school bank accounts and FDs, including bank name, branch, amount, interest rate, and maturity date.There has to be a strict compliance of the Finance Department guidelines on the operation of bank accounts and FDs. An undertaking by the designated authority is also mandatory saying the information is accurate.An official, on condition of anonymity, said it was a preventive exercise and the aim is to identify and secure funds. “The education offices and school managements have been asked to submit their financial details to check their authenticity in keeping with the government’s recent instructions and to see there is no mismanagement of funds,” he said.“The directives were issued after the multi-crore fraud at the local branches of two private banks had surfaced, where funds were allegedly diverted into fraudulent accounts after providing forged documents,” he said.The Haryana government has tightened rules governing the handling of public funds and banking relationships, issuing revised instructions to departments.The finance department has laid down fresh conditions for opening bank accounts, managing deposits and ensuring stricter oversight.Under the new norms, administrative secretaries can approve opening of accounts for government schemes only in nationalised banks operating in the state.Opening accounts in corporate or private sector banks will now require prior approval from the finance department.The government said any proposal to open an account with a private bank must carry detailed justification, explaining why a nationalised bank cannot be used and providing full particulars of the scheme concerned.The accounts opened without following the prescribed procedure will be treated as invalid and will face immediate closure.
