The Lok Sabha on Thursday passed the Central Armed Police Forces (General Administration) Bill, 2026, by voice vote.The legislation provides for filling up of 50 per cent of posts in paramilitary forces in the rank of Inspector General, a minimum of 67 per cent of posts in the rank of Additional Director General (ADG), and all posts in the ranks of Special Director General (SDG) and Director General (DG) by deputation with IPS officers only.Several Opposition members right from Congress MP Harish Chandra Meena, Samajwadi Party lawmaker Dharmendra Yadav to TMC’s Mahua Moitra, termed the legislation as a step to demoralise the paramilitary forces and sought greater scrutiny on it.Leader of the Opposition in the Lok Sabha Rahul Gandhi said the Congress would repeal the CAPF law if voted to power, asserting that the legislation unfairly reserves top leadership posts in the CAPF for IPS officers.In a post on X, Rahul raised concerns over what he described as stagnation in career progression within the forces, stating that personnel tasked with border security, counter-terror operations and election duties are being denied fair opportunities despite years of service.Citing the case of CRPF Assistant Commandant Ajay Malik, who lost a leg in an IED blast in Jharkhand last month, Rahul said the officer’s long service had not translated into leadership opportunities. He argued that structural barriers, including the reservation of senior posts for Indian Police Service officers, have limited upward mobility within the CAPFs.Reiterating his party’s position, Rahul said the legislation would be withdrawn if Congress forms the government at the Centre. He added that those serving the country in uniform should have equal access to leadership roles within their own organisations.Yesterday, the Rajya Sabha passed the CAPF Bill amid a walkout by the Opposition. Several MPs had argued that the provisions run counter to a 2025 Supreme Court ruling, which had called for a gradual reduction in deputation-based appointments in CAPFs up to the Senior Administrative Grade level within a defined timeframe.
