More than two-and-a-half years after Parliament passed the Constitution (One Hundred and Sixth Amendment) Act, 2023, popularly known as Nari Shakti Vandan Adhiniyam, the historic legislation was notified on Thursday, prompting sharp reaction from the Congress.The Legislative Department of the Ministry of Law and Justice on Thursday notified the 2023 Act, which provides for 33 per cent reservation for women in the Lok Sabha and state assemblies.The development came on a day when Union Minister of State for Law and Justice Arjun Ram Meghwal introduced the Constitution (131st Amendment) Bill, 2026, and the Delimitation Bill, 2026, in the Lok Sabha. Home Minister Amit Shah introduced the Union Territories Laws (Amendment) Bill, 2026, in the House.Senior Congress leader Jairam Ramesh termed the notification of the 106th Constitution Amendment Act “absolutely bizarre”.“This is absolutely bizarre. The Nari Shakti Vandan Adhiniyam passed in September 2023 has come into force today while amendments to it are being debated and will be voted upon tomorrow. Completely puzzled,” Ramesh wrote on X.An Act comes into force on the date specified within the Act itself, or when the Centre notifies it in the official gazette after the law in question has received presidential assent.
