As the Punjab and Haryana High Court is hearing a matter related to the construction of stilt+4 floors on residential plots in Haryana, the state’s Town and Country Planning Department (TCPD) has directed Haryana Shehri Vikas Pradhikaran (HSVP) and Urban Local Bodies Department (ULBD) to take action against unauthorised use, occupation or construction on stilt floors.To take action, Additional Chief Secretary, Town and Country Planning Department, Anurag Agarwal, has written to Director ULBD, Commissioners of Municipal Corporations (MCs) of Gurugram and Faridabad, Chief Administrator (CA), HSVP and CEOs of Gurugram Metropolitan Development Authority (GMDA), Sonepat Metropolitan Development Authority (SMDA), Faridabad Metropolitan Development Authority (FMDA) and Panchkula Metropolitan Development Authority (PMDA).In his letter, dated April 16, ACS, TCPD, said that the Punjab and Haryana High Court was hearing five Public Interest Litigations (PILs) against the construction of stilt+4-floor structures on residential plots in Haryana. He added that the matter had been under continuous consideration of the High Court for a long time, specifically with respect to the grant of interim relief prayed for by the petitioner, requesting a stay of the operation of the order dated July 2, 2024, regarding the allowing of stilt plus four floors on residential plots.In CWP (PIL) No.212 of 2024 titled as Sunil Singh v/s State of Haryana & others and connected cases, the High Court has pronounced interim order dated April 2, 2026, wherein Haryana “has been restrained from going ahead with the ‘Stilt + 4 floor Policy’ for the residential plots and the effect and operation of the order dated July 2, 2024, has been stayed”.ACS TCPD said that “it has emerged that encroachment of Right of Way (ROW) of roads and unauthorised use or occupation or construction in stilt floors are the two most critical issues which need to be immediately addressed”.He directed that “All concerned authorities/ agencies are directed to get the encroachment on Right of Way (RoW) of roads in the form of construction of green areas or lawns or landscaped areas or boundary walls, etc., removed immediately.”He added, “All concerned authorities/ agencies are directed to take immediate action against all violators who have indulged in unauthorised use/ occupation/ construction in stilt floors in residential plots.”Seeking Action Taken Report (ATR) by April 22, 2026, ACS TCPD further directed “all agencies to take immediate action in respect of areas falling under their respective jurisdiction in a time bound manner”.
