In a major intelligence-led operation, the Delhi Police Special Cell has arrested two operatives allegedly working at the direction of Pakistan-based gangster and ISI proxy Shahzad Bhatti, foiling a conspiracy to carry out firing, grenade attacks, and targeted killings at key locations in the Delhi-NCR and Punjab region.The accused have been identified as Rajveer (21), a resident of Dabra in Madhya Pradesh’s Gwalior district and Vivek Banjara (19), also from Gwalior.The duo was part of a criminal module tasked with executing attacks on specific targets, including prominent hotels in Delhi-NCR and a club in Zirakpur, Punjab, Deputy Commissioner of Police (Special cell) Praveen Kumar Tripathi said in a press statement.The DCP mentioned that Rajveer was arrested on April 18 from the Sarai Kale Khan area in Delhi, while allegedly preparing to open fire at a prominent hotel. A pistol and six live rounds were seized from his possession.Earlier, Vivek Banjara was arrested on April 16 from Dabra following intelligence inputs. His interrogation led to the identification and subsequent arrest of Rajveer.The cop mentioned that Rajveer was recruited via social media by an associate of Shahzad Bhatti, identified as ‘Rana Bhai’. He later brought Vivek into the network.In March 2026, the handler allegedly directed Rajveer to arrange weapons. Vivek was sent to Ahmedabad for this purpose, but the delivery did not materialise. Bhatti reportedly arranged Rs 5,000 for Vivek’s stay there, the officer mentioned. On April 9, acting on instructions, the two accused travelled to Amritsar, where they received a pistol, 15-20 live rounds, and are 20,000. The weapon was meant for an attack on a club in Zirakpur, which had allegedly received extortion threats from Bhatti, the cop added.On April 11, Rajveer attempted to open fire at the club, but the attempt failed due to a mechanical issue in the pistol. Vivek allegedly recorded a video of the incident to send to their handler, the official stated.After the failed attempt, Rajveer hid the weapon at an undisclosed location and shared its coordinates with Bhatti. He later travelled to Faridkot, where he received another pistol and six live rounds.He returned to Delhi-NCR to target a prominent hotel but was apprehended before he could execute the plan.The case was registered on March 31 under invoking Section 61(2) of the Bharatiya Nyaya Sanhita (BNS), based on intelligence inputs about a broader conspiracy involving Pakistan-based handlers and local operatives.Police also recovered two mobile phones containing incriminating videos and voice notes.
