It marks a dramatic change in position from successive UK governments, which have been reluctant to proscribe the IRGC for fear of retaliation from Tehran.
The move will mean supporting the group would become a criminal offence.
Sir Keir told the Jewish Chronicle: “We do need legislation to take necessary measures and that is legislation we’ll be bringing forward as soon as we can.”
MPs have been calling for such action for years over suspected IRGC wrongdoing on UK soil.

Legislation is likely to come in the King’s Speech in May to open the next Parliamentary session.
Meanwhile, US President Donald Trump’s special envoy Steve Witkoff and son-in-law Jared Kushner are flying to Pakistan for peace talks this weekend with Iran foreign minister Abbas Araghchi.
Mr Trump’s spokeswoman said he is “always willing to give diplomacy a chance” and has sent over Witkoff and Kushner to “hear the Iranians out”.
