In a reprieve to an Amritsar resident, the Punjab State Consumer Disputes Redressal Commission has dismissed the Amritsar Improvement Trust appeal against the District Consumer Disputes Redressal Commission order in her favour.Complainant Harsharan Kaur is currently residing in California. Against the stipulated period of 45 days from the date of the order, the Amritsar Improvement Trust had filed the appeal after 143 days.Commission president Justice Daya Chaudhary and member Simarjot Kaur, in the order, explicitly underlined that “Appeals from the District Commission to the State Commission must be filed within 45 days from the date of the order, but, in the present case the Department has slept over the matter and has filed the Appeal after a huge delay of 143 days.”The application seeking condonation of delay while seeking a reprieve is dismissed, the order read.The district commission order was passed on January 17, 2025. The counsel claimed to have misplaced the copy of the order in his office, citing this as the reason for seeking a reprieve despite crossing the time limit.The order underlined the trust negligence and lethargy in filing the appeal, stating that there was no excuse for allowing “discretionary jurisdiction to regularise lapses”. It observed that the delay of 143 days had not been properly explained and the trust had slept over the matter.The reasons as mentioned in the application were termed vague and not based on sufficient grounds to condone the delay. “Totally a casual approach has been adopted while filing the appeal, so, the reprieve for the delay is dismissed, the order said.
