Anderson is understood to have agreed a five-year deal, with the option of a further year, on terms north of £300,000 a week.
It caps an amazing rise for the Geordie who was on loan at Bristol Rovers in League Two just four years ago.
He was sold by Newcastle to Nottingham Forest for £35million just two seasons ago to placate profit and sustainability rules.
Anderson only made his England debut in September but has become the beating heart of the national side’s midfield.

Boss Thomas Tuchel described Anderson as playing like he “owns the place” following his impressive display against Panama.
While the German also stated that he felt Anderson’s switch to City would be tied up before the knockout clash with DR Congo in Atlanta on Wednesday.
Tuchel said: “I think there is a very high chance that the thing is sorted before the round of 32.
“It’s very impressive the way he trains and plays and carries himself.

“He’s still young and still quite new to our national team, but he just plays like he owns the place!
“I think he grew into the tournament after a difficult start against Croatia. He gets better and better. It’s good to have him.”
Anderson only became a holding midfielder after England Under-21s boss Lee Carsley tried him there in training ahead of last summer’s Under-21 Euros.
He had previously been a winger but went on to win that tournament playing alongside Bournemouth’s Alex Scott, who himself has interest this summer from Arsenal, Tottenham and Manchester United.
Speaking on his stunning rise on FA show Lions’ Den this week, Anderson remarked: “It’s crazy, to be honest. It’s all happened pretty quick.
“To think that at the last World Cup I would be playing in the next one, I would be really surprised.
“It’s amazing to be with the team and playing for your country, it’s a special feeling.”
Asked why he would have been surprised, he replied: “I probably thought I was a long way away. A lot has happened in four years. I think I’ve improved a lot.”
