Water bills set to rise as Haryana government introduces 5% annual hike

Haryana’s Urban Local Bodies Department is set to revise water tariffs across municipal areas, introducing a 5 per cent annual increase and bringing rates at par with those charged by the Haryana Shehri Vikas Pradhikaran (HSVP).Under the revised tariff, metered domestic consumers in municipal areas will be charged Rs 3 per kilolitre (KL) for consumption of up to 10 KL. However, families owning plots of up to 500 sq yards with metered connections will be exempt from these charges. Also, Rs 6 per KL will be charged for usage between 10 KL and 20 KL, and Rs 9.50 per KL for usage between 20 KL and 30 KL in metered connections. For usage above 30 KL, Rs 12 per KL will be charged.With this revision, water tariffs in municipal areas have been brought at par with Haryana Shehri Vikas Pradhikaran (HSVP) rates,” a senior official said.The last tariff revision came into effect on September 1, 2018, but was withdrawn through a notification issued on July 4, 2019, ahead of the Assembly elections. The tariffs were then reverted to the 2015 rates, with Rs 1 per KL charged for domestic metered supply and Rs 4 per KL for industrial, institutional and commercial metered supply.New tariff slabsUnder the new tariff regime, for unmetered water supply, for plot size up to 50 sq mt, Rs 175 per month will be charged, and for plot size between 50-100 sq mt, Rs 350 per month will be levied. For plot sizes between 100 sq mt and 200 sq mt, the rate is Rs 870 per month. For plots exceeding 200 sq mt, an additional charge of Rs 700 per month will be levied for every additional 100 sq mt of area.The slab system will operate on an incremental basis, meaning each tariff rate will apply only to the volume of water consumed within that slab. If a domestic water connection is found to be used for commercial, industrial or institutional purposes, it will be disconnected immediately and a penalty of Rs 500 imposed.The notification issued on August 18 states that if a water meter remains non-functional for more than two months after notice is served, the connection will be treated as unmetered and billed accordingly.In addition to consumption-based charges, commercial and institutional consumers will be required to pay a minimum monthly bill of Rs 500 per connection, while industrial consumers will pay at least Rs 1,000 per connection regardless of usage.The notification also states that villages falling within municipal limits will be charged the same water and sewerage rates as urban areas for domestic, commercial and industrial connections. It adds that wastewater charges shall be levied in all areas with a sewerage system.
