But clashes broke out as desperate men competed for the limited number of places available.
Cops fired rubber bullets into the air and struck several people with batons to calm the situation before resuming the operation.

Later footage showed mostly adult men, walking in small groups under police escort just 0.6 miles from the El Trampolin beach to the port.
Around 10,000 migrants remain in the tiny territory after more than 72,000 crossed the border from Morocco in an unprecedented rush at the end of July.
Around 4,000 have been housed in facilities set up by authorities.
But the Spanish government estimates an additional 4,000 men and boys remain on the streets and beaches, local media reports.
Authorities have built new temporary housing inside the port to hold an additional 1,700 people.
But even with the new centre, thousands will remain in public areas and makeshift camps.
The total figure is double the estimate previously offered by Interior Minister Fernando Grande-Marlaska.
On August 13 — two weeks after the border breach – the minister stated that just 5,000 migrants remained in the city.

At the end of the month, during his appearance before Congress, he reiterated that figure.
The temporary housing is built only for adult men, so minors are being housed separately.
Residents of the 80,000-strong enclave have been left outraged after it was reported only 300 migrants were deported since the crossing.
Meanwhile a series of grim incidents have sparked fear and anger across the region.
Last week a migrant was arrested for allegedly stabbing a 17-year-old in the face with a knife.
Just weeks earlier authorities announce at least 500 migrant girls would be moved to mainland Spain after horrific sexual assault allegations.
Prime Minister Pedro Sanchez has faced strong criticism over the handling of the crisis.
Speaking to television programme El Intermedio on September 14, Sánchez admitted authorities had been overwhelmed by the sheer number of arrivals.
He said the government hoped to have the situation under control by the end of the year.
It comes after bombshell declassified documents revealed that spies warned authorities about plans for a mass migrant push into Ceuta.
A day before the crisis struck, intelligence chiefs had uncovered huge social media groups urging people to breach the Spanish territory.
Migrants were being encouraged to swim around the border or scale its fortified fence on July 30.
At least 100 people died during the crossing, according to figures from Ceuta’s mayor.
