A US Congress commission, in its report, said China sold offensive drones and rocket fuel to Iran while Tehran is plausibly currently relying on China satellite system, the BeiDou, for its drone and missile attacks throughout West Asia.US-China Economic and Security Review Commission put out a “China-Iran Fact Sheet” on Monday. It says “in the days leading up to the US and Israeli strikes in February 2026, China was engaged in direct arms sales to Iran”. This included offensive drones and a nearly finalised deal to sell anti-ship cruise missiles, though the two sides had not agreed on a delivery date of the missiles.China has allowed sales of a component of rocket fuel to Iran, the US report said and cited how around March 2, 2026, two state-owned Iranian vessels departed China’s Gaolan Port to Iran and were believed to be transporting sodium perchlorate, a key precursor used in solid rocket fuel for missiles. In January 2025, China had sent 1,000 tonnes of sodium perchlorate. It says in 2021, China gave Iran full military access to its BeiDou satellite navigation system. “It is plausible that Iran is currently relying on BeiDou for its drone and missile attacks throughout the Middle East (West Asia).China had avoided formal defence commitments but the latest developments indicated a shift toward a “less restrained” Chinese approach to providing Iran with kinetic military capabilities, the report said.China was a major supplier of conventional weapons to Iran in the 1980s but largely stopped transfers in 2015 after UN Security Council Resolution 2231 increased international scrutiny of such transfers. In recent years, security cooperation has shifted toward dual-use technology sales and transfers of defence-related technologies, including those relevant to missile and drone development. Chinese components — including sensors, voltage converters, and semiconductors — have been found in Iranian drones, both the drones used by its regional proxies and those exported to Russia for use in Ukraine.China and Iran have used the SCO and BRICS to deepen military cooperation. Iran hosted China and other members for an SCO military exercise in December 2025, the report said. The US-China Economic and Security Review Commission is a legislative branch commission created by the United States Congress with legislative mandate to monitor, investigate, and submit to Congress an report on the national security implications of the bilateral trade and economic relationship between the US and China.
