The government will introduce the Central Armed Police Forces (General Administration) Bill, 2026, on March 23 in Parliament, which will ensure codification of the number of IPS officers to be placed on deputation for senior posts in the paramilitary forces.The new Bill aims to regulate recruitment, deputation, promotion and other conditions of services of their officers, according to the List of Business issued by the House.Currently, all the CAPFs — CRPF, BSF, ITBP and SSB — are governed by their respective Acts, which govern the recruitment and conditions of service of Group A General Duty Officers and other officers and members in the CAPFs.The CAPF (General Administration) Bill, 2026, provides that for the purposes of appointment of officers from the Indian Police Service in CAPFs, 50 per cent of the posts will be filled by deputation in the rank of Inspector General and a minimum of 67 per cent of the posts will be filled by deputation in the rank of Additional Director General. It further proposes that the posts in the ranks of Special Director General and Director General shall be filled by deputation only.The Bill, which will be introduced in the upper House by Home Minister Amit Shah, is being brought after the Supreme Court directed the Centre to progressively reduce the deputation of IPS officers in the Central Armed Police Forces (CAPFs) in May 2025.The top court had issued the order in response to a petition by a group of retired CAPF officers who had alleged that due to a lopsided promotion structure internal cadre officers like themselves were excluded from top leadership posts in favour of the IPS officers. Later in October, the Supreme Court dismissed the Centre’s plea seeking a review of its 2025 verdict that directed that IPS officers’ deputation in the CAPFs be reduced and asked for a cadre review to be carried out in six months.On Friday, members of the Alliance of All Ex-Paramilitary Forces Welfare Association held a press conference, where they said the proposed legislation, which was cleared by the Union Cabinet earlier this month, be sent to a parliamentary committee on home affairs for wider consultation.They also requested the government to include CAPF cadre officers for giving suggestions on the Bill. The association has also planned a protest against the Bill at Jantar Mantar in Delhi on March 23.
