Gurugram wall collapse probe finds major safety violations at construction site

An enquiry into the wall collapsed at a construction site at Signature Global City of Colours township in Gurugram has revealed multiple safety violations and alleged negligence, which led to the death of seven workers during excavation work for a Sewage Treatment Plant (STP).The enquiry report, prepared by Labour Department Assistant Director Sumit Kumar and Manesar SDM Darshan Yadav, highlighted several critical lapses at the construction site. According to the findings, an excavation pit more than 30 feet deep had been dug without proper support systems such as piling, bracing, shoring, or retaining walls, significantly increasing the risk of a landslide.Officials noted that the soil walls of the excavation were unstable, and a part of the soil had collapsed earlier. Despite this warning sign, construction work continued at the site, eventually resulting in the fatal accident on March 9 around 7 pm.The investigation also found that mandatory safety measures were missing at the site. There were no warning boards indicating the risk of collapse or landslides, and workers were not provided safe access routes such as slopes, ladders, or emergency exits.Additionally, the enquiry revealed that no ambulance or stretcher was available at the site, which is mandatory under labour safety regulations. Authorities also found exposed electrical wires, unsafe power connections, and protruding iron rods and nails, posing additional risks to workers.Another major violation noted in the report was that the developer had not submitted the detailed construction layout plan and excavation schedule to the Haryana Chief Inspector, as required under construction safety rules.The incident occurred when workers were carrying out excavation for the STP plant at the project site. The soil suddenly caved in, trapping several labourers inside the deep pit. Seven workers died in the collapse, while three others sustained serious injuries.Following the accident, Gurugram Deputy Commissioner Ajay Kumar constituted a four-member committee under Manesar SDM Darshan Yadav to investigate the incident and submit a report within a week.Police have registered an FIR against six people, including representatives of the developer company and the contractor, based on a complaint filed by the brother of deceased supervisor Satish Yadav. Two persons — project manager Dinesh Veer and structural engineer Vikas Pandey — have been arrested in connection with the case.
