The Punjab and Haryana High Court on Thursday directed Punjab State Election Commission (PSEC) to decide, within 60 days, a representation seeking implementation of an optional online nomination filing system for future elections to Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs).Disposing of a public interest litigation filed by Nikhil Thamman without examining the merits, the bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry ordered the commission “to decide the representation December 14, 2025, moved by the petitioner, in accordance with law by passing a speaking order, within a period of 60 days from the date of receipt of copy of this order”.The court also directed that a copy of the order so passed be communicated to the petitioner. The petition had sought issuance of a writ of mandamus “for directing respondent — PSEC, to implement an optional online nomination filing system for all future elections to PRIs and ULBs in a time bound manner”.Appearing in person, the petitioner submitted that he had already moved a representation dated December 14, 2025, before the commission, but “till date no action thereon has been taken”. He stated that at this stage he would be satisfied if appropriate directions were issued to the commission “to consider and pass an appropriate speaking order on the representation of the petitioner in a time bound manner”.The state counsel informed the court that the representation “will be considered in accordance with law”.“In view of above, without commenting on the merits of the case and considering the limited prayer made by learned counsel for the petitioner, the petition is hereby disposed of,” the bench recorded while issuing the direction for a time-bound decision.
