Two days after Punjab State Warehousing Corporation General Manager Gagandeep Singh Randhawa ended his life by consuming poison, the State of Punjab on Tuesday told the Punjab and Haryana High Court that the post-mortem examination was being videographed.Appearing before Justice Jagmohan Bansal’s bench, the state counsel submitted that Randhawa’s wife, Upender Kaur, requested the authorities to conduct a post-mortem examination at Amritsar “under videography”.The counsel added: “The post-mortem is in progress and would be completed during the course of the day. The entire proceedings have been duly videographed. It would be preserved as electronic evidence.”Taking note of the submissions, Justice Bansal disposed of the matter after observing that counsel representing Randhawa’s mother expressed his inability “to controvert that his grievance stands redressed”.The mother, Bhag Kaur, had earlier moved the High Court alleging “foul play” on the part of official respondents. She was seeking directions to the state to ensure that the post-mortem examination was conducted by a medical board outside Punjab in a fair, impartial, and transparent manner.She submitted that the examination should preferably be conducted at the PGIMER, GMCH- 32, GMCH-16, in Chandigarh, or at Rohtak PGI. It could also be conducted at Bathinda AIIMS. Directions were also sought for the preservation of all evidence, including videography of the post-mortem examination.The plea, filed through counsel Saurav Bhatia and Navdeep Khokhar, alleged on the petitioner’s behalf that Punjab Transport Minister Laljit Singh Bhullar, along with his father Sukhdev Singh Bhullar and other associates, summoned the petitioner’s son to his residence on March 13 to “rebuke threaten and admonish” him as he was “unable to give illegal and undue favors to the minister, his father and associates of the Minister in awarding illegal, unjust tenders/contracts to them against the law”.It was further alleged that Randhawa was subjected to physical assault. “He was mercilessly physically beaten up at the residence of the minister, humiliated, tortured, and threatened that his family, including minor children, would be eliminated by gangsters.”The petition added that the minister openly declared that he had ordered gangsters to complete the elimination task.“Under this pressure, duress and criminal intimidation, wrongful confinement, misuse of the public power, and threat to eliminate his family, the petitioner’s son was forced to make a statement, falsely implicating him for misconduct… Thereafter, a fabricated video was made of Gagandeep Singh Randhawa to falsely implicate him in matters relating to tender allotment,” it was alleged.The petitioner added her son was continuously threatened with fatal consequences and was told that “hired criminals were tracking his movements and those of his family with a view to causing him bodily harm or worse”.It was added that Randhawa forwarded various representations to the department manager, the deputy commissioner, and the President. He eventually could not withstand the torture and committed suicide, “which was the direct result of the duress and harassment,” it was further alleged.
