The Centre on Tuesday made an interim allocation of Rs 95,692 crore for the implementation of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (VB-GRAM G) from July 1.Punjab and Haryana were allocated Rs 1,331.61 crore and Rs 590.23 crore, respectively to implement the scheme, which had replaced the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme.Addressing a press conference here, Union Agriculture Minister Shivraj Chouhan said, “The historic new arrangement of VB GRAM-G is coming into effect from July 1, which should ensure a completely smooth, and worker-centric transition without any disruption.””It is not merely a transition of a scheme but an issue connected with the lives and livelihoods of crores of workers. Not a single worker should remain without work even for a day. There should be no disruption in employment generation, wage payments or statutory rights,” he said.He informed that the central government had already allocated Rs 30,000 crore under MGNREGA. With the latest allocation, the total funds under the scheme have exceed Rs 1.25 lakh crore.Chouhan said the amount will reach nearly 2.80 lakh gram panchayats across the country. He stressed that the funds should be utilised for development works identified under the provisions of the Act so that employment generation and the creation of rural assets are both ensured.The Union Minister also noted that 26 states have already made budgetary provisions for the scheme, and that Jharkhand, Karnataka, Telangana and Mizoram are yet to complete the process. He said he would personally write to the chief ministers of these states to expedite the exercise.Speaking on digital and administrative preparedness, Chouhan said many states have made remarkable progress in processes such as DBT (direct benefit transfer), SMS-based information systems, e-KYC and face authentication, which indicate successful implementation of the new arrangement.He also directed states to notify agricultural peak seasons, ensure 100 per cent e-KYC and organise capacity-building and awareness programmes at district and block levels.He added that all the works under the scheme will be selected through gram panchayats and gram sabhas and finalised on the basis of these proposals. He also directed that there should be no reduction or disruption in employment generation and wage payments under MGNREGA till July 1.
