The United States Indiana Bureau of Motor Vehicles has cancelled 1,790 non-domiciled Commercial Driver’s Licences (CDLs), with community sources and advocacy groups saying most of those affected are Punjabi Sikh truck drivers who have built their livelihoods driving long-haul trucks across the United States. As per media reports from US, the cancellations took effect on April 1 under a new state law, House Enrolled Act 1200, which now limits non-domiciled CDLs — licences issued to foreign nationals not permanently resident in the US — to holders of only three specific visa categories: H-2A (farm workers), H-2B (other temporary workers), and E-2 (treaty investors). Most other foreign nationals, even those with previously valid work authorisation, no longer qualify. The Bureau of Motor Vehicles (BMV) sent notices to the 1,790 affected drivers on March 16. Gregory Dunn, executive director of communications for the agency, is quoted in various news reports saying nearly all non-domiciled CDL drivers in the state have lost their Commercial Driver’s Licences (CDL) privileges.Punjabi Sikhs form a significant part of America’s immigrant trucking workforce. The cancellations have left many drivers facing the prospect of downgrading to regular driving licences, seeking alternative employment, or pursuing appeals through organisations such as UNITED SIKHS.Lawmakers backed the change following several fatal truck crashes involving non-domiciled drivers, including one in Hendricks County linked to Sukhdeep Singh, an Indian national. Officials described heavy commercial trucks as 80,000-pound missiles and stressed the need for verified driving records, English proficiency, and strict training standards. The new state law aligns with a recent federal rule from the Federal Motor Carrier Safety Administration aimed at tightening oversight of foreign CDL holders. Indiana is the first state to implement such broad restrictions. California carried out similar action earlier this year, when thousands of immigrant drivers, including large numbers of Punjabi Sikhs, had their licences cancelled or reviewed. The cancellations come at a time when the American trucking sector already faces a significant driver shortage. Affected drivers have been advised to check the Indiana BMV portal or contact local offices regarding possible appeals or the narrow visa exceptions that still allow eligibility.
