‘Was stripped, given electric shocks’: Man alleges third-degree torture by Ludhiana police

A local chicken shop owner alleged he was subjected to third-degree torture, including electric shocks, by Vijay Kumar, Station-House Officer (SHO), Division Number 6, and other police personnel. The victim alleged the SHO took off his turban, and pulled him by the hair and beard.The victim, Sarabjit Singh, owner of Bindra Chicken Shop in Nirankari Mohalla, said he submitted a formal complaint on Saturday regarding the incident to the Commissioner of Police.The SHO, however, denied all allegations and said they were levelled “out of a feeling of revenge”.According to the complainant, he was at his shop around 9 pm on Friday when some people, including the accused SHO and other police officials, arrived for checking. He claimed no customer was found consuming alcohol at the time.He, however, said four people carrying a bottle of alcohol came into the shop around 25 minutes later. According to the complainant, the walk-ins said they were celebrating a birthday and wanted to drink, but he refused. He said they did not pay heed to the refusal.The complainant alleged that at this point, the SHO and other police personnel came to the shop and started abusing him.“The SHO took me and the four customers to the police station. A case was registered against me. The SHO called his driver and three constables, and asked me to remove all my clothes in front of them. He then asked a constable to hold my hands and feet, and applied electric shocks to my private parts. The police personnel slapped me and applied electric shocks to my nose. The SHO took off my turban, and pulled me down by my beard and hair. All this happened in a cabin behind the SHO’s office,” Singh alleged in his complaint.According to the complainant, his friend, Rishi, then took him to the Civil Hospital for treatment.However, SHO Kumar said he arrested the accused as he had been “illegally” serving alcohol at his shop for a “long time”.He was warned and let off just 15 days ago, the SHO said, adding they received information on Friday night that Singh was serving alcohol at his shop again.He was arrested and brought to the police station. The allegations of third-degree torture made against the police are false and have been levelled out of a “feeling of revenge”, the SHO added.Karanveer Singh, Assistant Commissioner of Police (City-2), said it would be premature to comment on the matter at this stage. “Something can only be said after speaking to the complainant and the SHO. I will have the matter investigated,” he added.
