Taking up a petition alleging large-scale embezzlement and fraudulent transfer of 60 acres belonging to a cooperative society of Punjab Police personnel, the Punjab and Haryana High Court has put the Central Bureau of Investigation (CBI) on notice.The notice by Justice Jagmohan Bansal of the High Court came on a petition filed against the Union Territory of Chandigarh and other respondents by the Punjab Police Primary Consumers Cooperative Society Limited through counsel Navkiran Singh and Harmeet Singh.The petitioners were seeking a CBI inquiry into allegations contained in a representation dated August 12, 2023, submitted to the Punjab Director-General of Police regarding alleged embezzlement of funds and fraudulent transfer of 60 acres belonging to the Punjab Police Primary Consumers Cooperative Society Ltd.Justice Bansal’s bench, during the course of the hearing, was told that the petitioner was a registered society, comprising Punjab Police personnel. Among other things, it was alleged that superior officials conspired with private builders. They fraudulently and illegally transferred 60 acres of the society’s land in New Chandigarh to the builders. “Funds were usurped without purchasing actual land,” it was added.The bench was also told that the builder was selected without any tender. Despite representations to higher police officials, an FIR was not registered.“There are high chances of not proceeding further by the Punjab Police due to the involvement of high-ranking officials. Thus, the indulgence of the CBI is warranted,” Navkiran Singh contended on the petitioner’s behalf.Taking note of the allegations, Justice Bansal issued a notice of motion to the respondents. UT additional standing counsel Himanshu Arora, Punjab Deputy Advocate-General Neha Sonawane, and CBI counsel Prateek Gupta, accepted the notice on behalf of the respondent before seeking time to take instructions and file replies, if any. The case will now come up for further hearing on August 20.
