CCTV trails, distress videos and tower dumps: How scientific evidence tightened noose around former minister Laljit Bhullar

A web of scientific and digital evidence — ranging from CCTV footage and mobile tower locations to distress video allegedly recorded before his death — has emerged as the backbone of the prosecution’s case against former Punjab Transport Minister Laljit Singh Bhullar and others in the alleged abetment-to-suicide case of Punjab Warehousing Corporation’s district manager Dr Gagandeep Singh Randhawa.The case is not resting merely on allegations or witness testimonies. Instead, electronic evidence painstakingly pieced together over weeks is now being projected as the silent witness tracking Randhawa’s final days, his movements and the alleged chain of harassment that preceded his death.Police have also recovered Whatsapp call details showing repeated calls made by Bhullar to Randhawa on March 13, when Randhawa was allegedly humiliated and assaulted by him and others, from the victim’s mobile.The Ranjit Avenue police, through the prosecution, filed a nearly 500-page chargesheet in the court of Chief Judicial Magistrate Supreet Kaur on Wednesday, while naming Bhullar, his father Sukhdev Singh Bhullar and personal assistant Dilbagh Singh. More than 50 witnesses are expected to depose before the court.The witnesses include family members and a colleague who had accompanied Randhawa to the Bhullar house on March 13 (when he was allegedly humiliated and assaulted). Police have also made those persons and officials witnesses to whom Randhawa had approached to help settle the issue before he took the extreme step on March 21.Randhawa’s family has accused the then minister of pressuring him to allot a warehouse contract to Bhullar’s father in violation of norms. When he refused, Randhawa was allegedly threatened, humiliated and repeatedly harassed.Among the most crucial pieces of evidence are two videos. One is a 12-second clip allegedly recorded by Randhawa after consuming Celphos tablets. The second video — now under forensic scrutiny — was allegedly recorded at gunpoint at the residence-cum-office of Bhullar in which Randhawa was allegedly forced to accept taking Rs 10 lakh bribe from another party for allotting the tenders of warehousing. Sources claim the footage could play a pivotal role during trial proceedings.The incident led to a political slugfest as prominent Opposition leaders gathered at Randhawa’s house and also at the Ranjit Avenue police station for registering an FIR.On March 22, police registered an FIR under Sections 108 (abetment to suicide), 351 (3) (criminal intimidation) and 3 (5) (common intention) of the Bharatiya Nyaya Sanhita (BNS) against Laljit Bhullar, his father Sukhdev Bhullar, personal assistant Dilbagh Singh alias Bagha apart from three unknown persons.During the investigation, police also added Sections 238 (intentional destruction of evidence) and 115 (2) (voluntarily causing hurt) of the BNS as Bhullar failed to provide his mobile phone and hard disk of the DVR of their house when Randhawa had visited them.The investigation has also reconstructed Randhawa’s movements through an extensive CCTV trail, including footage from the Sarhali toll plaza and mobile tower location dumps which confirmed his presence at the Bhullar house on March 13. Police have further relied upon mobile tower location analysis to corroborate witness statements and establish the presence and movement of the accused during critical periods linked to the case.Tower location data also confirmed the presence of Laljit Bhullar, his father, PA Dilbagh Singh and another Punjab Warehousing Corporation official, Harpreet Singh, who had accompanied Randhawa at that time.Equally significant is CCTV footage collected from the hospital where Randhawa sought treatment after the alleged assault and humiliation by Bhullar and his father. Medical reports prepared by the treating doctor have also been attached with the chargesheet and are expected to form an important part of the prosecution’s evidence.With scientific evidence now forming the core of the investigation, the high-profile case is expected to witness intense courtroom scrutiny in the days ahead.While alleging VIP treatment to Laljit Bhullar during his police remand, the family members have now approached the court for the preservation of the CCTV footage of Ranjit Avenue police, CIA staff where he was kept and also of Mandi Gobindgarh police station where he was arrested.Opinderjit Kaur wife of deceased and advocate Sarabjit Singh who is assisting the family in the case expressed their distrust of the city police officials which has not only failed to recover the mobile, hard disk of DVR and the pistol which was used to hit Randhawa, from Bhullar interrogation during his remand, but also failed to arrest Sukhdev Bhullar and his PA Dilbagh Singh till now. They have decided to move the court for shifting the probe.
