Fernandes has interest from Manchester United as well as links to Paris Saint-Germain and Real Madrid.
The Hammers are claimed to have set a high asking price for the former Southampton star of £85m.
Scott is also a wanted man this summer with North London rivals Arsenal and Liverpool circling the former Bristol City prospect.
The Cherries have been trying to get the midfielder to sign a new deal at the Vitality Stadium with a release clause of £75m.

With Tottenham not in Europe next term, Bergvall’s playing opportunities will likely be further restricted.
Spurs beat LaLiga giants Barcelona to land a teenage Bergvall in 2024.
He featured prominently under Ange Postecoglou as the club ended their 17-year trophy drought with the Europa League triumph 12 months later.
But he struggled to make as big an impact under Thomas Frank, Igor Tudor and then De Zerbi.

However, he did suffer a three-month ankle injury during Frank’s short spell in charge.
Aston Villa made a move to sign him in January, but Spurs rebuffed their approach.
Bergvall has made 78 appearances for the club since his arrival, scoring two goals and assisting nine.
His Swedish side have won one and lost one as the World Cup across the Atlantic Ocean.
Under Graham Potter, the Scandinavian beat Tunisia 5-1 before losing by the same scoreline to the Netherlands.
Sweden will face Japan in their final Group F game as they hope to book a spot in the knockout rounds.
