Burnham wants a pause on the DIP until formally taking over after July 17.
But Starmer, who saw his Defence Secretary and Armed Forces minister resign over a measly spending increase of just 0.08 per cent, still wants to present it to the Nato summit on July 7.
Our military allies are looking on at this mess aghast.

Burnham’s hostile takeover — and a Labour leadership transition dragging on for a month even without a contest — is effectively leaving the country with TWO Prime Ministers.
This might not be so bad if there was a sense that Burnham had any kind of proper plan to tackle his forthcoming Downing Street in-tray.
Desperate not to spook the markets, the self-styled King of the North insists he will unveil a “credible” economic strategy next week.
Yet the team pulling the strings behind him hardly inspires confidence.
The idea of Ed Miliband becoming Chancellor is terrifying.
Even the unions — sick of mass job losses caused by his Net Zero de-industrialisation agenda — are shuddering at the thought.
Burnham’s chief economic adviser Miatta Fahnbulleh is an advocate of wealth taxes (which have never worked in any country imposing them), anti-growth taxes on business and mass nationalisation.
More than half of Brits now live in households earning more in benefits than they pay in tax.
The only “credible” economic plan is one that reverses this unsustainable nightmare.
But does anyone really believe Burnham’s new-look Labour won’t just be Welfare Party 2.0?
