Noting that years of ad hoc measures had led to recurring problems, the Supreme Court on Friday said it would closely monitor reforms undertaken to overhaul the National Testing Agency (NTA) and to curb NEET examination paper leaks even as the Centre asserted it was going “10 extra miles” for students.“We are focusing on institutionalisation. Ad-hocism has troubled us the most throughout these years,” a Bench of Justice PS Narasimha and Justice Alok Aradhe said while hearing petitions filed by the Federation of All-India Medical Association (FAIMA) and others.One of the petitions sought a direction to replace or restructure the NTA, which conducts NEET-UG, with a robust and autonomous body.The Centre should indicate the steps taken towards transparency, implementation of recommendations of the Radhakrishnan Committee and how the IIT model would be followed, the Bench told Solicitor General Tushar Mehta. It also sought details of the safeguards introduced before, during and after examinations.“Students’ future can’t be jeopardised. We are going beyond the Radhakrishnan Committee. I assure you that the government is walking 10 extra miles. I can assure you everything is being supervised at the highest level,” Mehta told the Bench.The seven-member Radhakrishnan Committee was set up by the Ministry of Education following the NEET-UG paper leak to recommend reforms in the examination system, improvement in data security protocols and the structure and functioning of the NTA.Asking the Centre and the NTA to file detailed affidavits, the Bench posted the matter for further hearing to August 3. It asked the government to spell out its plans regarding the proposed transition from pen-and-paper examinations to computer-based testing.The Bench made it clear that it would monitor everything closely. “We will take that extra mile to ensure that the systems are in place. We can’t let this go on like this. We will follow it up throughout the year… We will see that complete and total institutionalisation takes place,” the Bench said.Meanwhile, the Supreme Court on Friday said it would hear on July 27 two separate petitions alleging police excesses on students protesting NEET paper leak and other exam irregularities.Noting that there were some developments, Mehta said the Government will file a detailed report on a comprehensive overhaul of the examination process, which may be beyond the recommendations of the Radhakrishnan Committee.Two years back, a similar issue arose and right from printing to transportation, everything was explained to the court, he said.The Government deployed the Indian Air Force to transport question papers for the NEET-UG retest, but all these measures were ad hoc, the Bench said, adding it had earlier said that IITs will have a role, but it was not explained.On behalf of FAIMA, advocate Tanvi Dubey sought a detailed blueprint of the SOP concerning the computer-based test (CBT) model to be implemented by the NTA for NEET-UG examination from 2027.Noting that the NTA has not learnt any lessons from earlier NEET paper leaks, the Supreme Court had on May 25 issued notice to the Centre, the NTA and the CBI on petitions seeking dissolution of NTA over NEET-UG 2026 paper leak.Terming it “very traumatic” for students and their families, the top curt had on May 29 called for fixing accountability in the NEET paper leak case.
