Noisy scenes were witnessed both outside and inside the Punjab Vidhan Sabha on Monday as Congress MLAs demanded the resignation of Education Minister Harjot Bains and Health Minister Balbir Singh over the alleged multiple paper leaks.Targeting the AAP government on the opening day of the monsoon session, the Congress MLAs entered the House wearing black scarves and carrying placards holding the ministers responsible for the alleged paper leaks.Chief Minister Bhagwant Mann was not present in the House when chaos rocked the Assembly.Leader of the Opposition Partap Singh Bajwa accused the state government of adopting double standards.During the Question Hour, Bajwa raised the issue of alleged multiple paper leaks in the past four-and-a-half years.Pointing towards the Education Minister, Bajwa said Bains visited the protest site of the Cockroach Janta Party at Jantar Mantar in Delhi where he demanded the resignation of former Union minister Dharmendra Pradhan.“But AAP maintained silence on its own accountability over the six alleged paper leaks that took place during its regime,” he said.As soon the House began its second sitting for the day, after the obituary references were made, the Congress MLAs during the Question Hour walked into the well of the House raising slogans against the ruling party. Speaker Kultar Singh Sandhwan briefly adjourned the proceedings after the Congress MLAs refused to budge.BJP MLA Ashwani Sharma and suspended Congress MLA Sandeep Jakhar backed the Congress on the issue. Both stood up in support of the issue raised by the Congress, but did not enter the well of the House.Jalandhar Cantt MLA Pargat Singh said, “While AAP has been speaking on multiple paper leaks since 2014, when the BJP came to power at the Centre, AAP has not spoken about the six paper leaks reported during its tenure”.Harjot Bains and Balbir Singh challenged the Congress MLA to be present in the House for a debate on the issue, but the Congress MLA walked out after adjournment and did not return to House for the day. Finance Minister Harpal Singh Cheema slammed the Congress MLAs’ conduct and accused them of indulging in a drama.Earlier, the session began with obituary references.The House paid respects to former MLA Sahi Ram Bishnoi, sepoy Sarabjit Singh, freedom fighter Seva Singh, Olympian Randhir Singh, lyricist and writer Bhula Ram, popularly known as Chann Goraya; Manjeet Singh Dhos, uncle of MLA Devinderjeet Singh Laddi Dhos, and Bhupinder Singh Pahra, uncle of MLA Barindermeet Singh Pahra.The House also paid tributes to the children who died by suicide after the NEET paper leak. Speaker Kultar Singh Sandhwan advised the Centre to be more cautious and ensure that no such incident was repeated in future. BJP MLA Ashwani Sharma strongly objected to this.BSP’s lone MLA Nachchattar Pal said the House should pay respects to human rights activist Jaswant Singh Khalra and hundreds of innocents — both Sikhs and Hindu — killed during days of militancy.
