A SEX-obsessed politician wants to transform a city into a nudist and swinger haven, plotting wild sex parties inside a government building.
Councillor Julian Ferrat, 35, said the industrial city of Mannheim, Germany, should become a “swingers’ paradise” in a new unorthodox plan.

Nicknamed “Germany’s craziest councillor”, Ferrat is the leader of the liberal Die Mannheimer party and was elected as a member of the city council in 2024.
He recently announced his plans to throw group sex parties at his local seat of government.

He said “group sex with city council members would be the ultimate in closeness with the citizens”, arguing there are no laws that explicitly ban swingers parties at the city hall.
While 50 orgy advocates have already expressed their keen interest, Ferrat must first secure a permit from the city council – a feat he admits will be tough.

He told the Telegraph: “At the moment, the focus is on determining which of the citizens who contacted me are seriously interested.
“Some of the 50 people who contacted me are part of the local swingers community, so they are ‘legit’.
“Some are people I don’t know yet … This week, I will start meeting the ‘unknown’ people in person.”
He explained that turning city hall into a sex party venue was an attempt to break social taboos in Mannheim, which is governed by the socially conservative Christian Democrats party.
He continued: “On the one hand, it’s for making being a swinger less taboo.
“On the other hand, it’s for promoting my vision of a nudist swinger paradise in Mannheim similar to [French resort] Cap d’Agde.”
Ferrat says attracting nudists and swingers will boost the local economy.
While swinging may be popular with some Germans, others have expressed their distaste for Ferrat’s naughty proposal.
A Mannheim city hall spokesman told SWR: “Based on the rudimentary information available so far, there are considerable doubts about the admissibility and feasibility of the plans mentioned.”
The city hall denied Ferrat’s initial request, noting a lack of clear details and an explanation of how the planned event fits his political mandate.
They stress that their evaluation depends on the submission of a formal and comprehensive request.
There are an estimated 128,000 swingers in Germany.
This is not the first time Ferrat has used his political office to promote his unusual interests.
In 2025, he published an ad in the local Official Gazette asking Germany to join him at a “Political Training Trip to Cap d’Agde,” in France.
The area on the Mediterranean coast is the famed home to a nudist village.
He reportedly spent a few days of the summer alongside 30 other German people.
Mr Ferrat’s party describes itself as an “independent” political movement to support citizens’ well-being.
