The INDIA bloc is getting ready for a third parliamentary attempt to remove Chief Election Commissioner Gyanesh Kumar, with Opposition parties working on a fresh notice to be submitted in both the Lok Sabha and the Rajya Sabha, most likely next week.The move follows reports that the other two Election Commissioners had repeatedly objected to decisions related to electoral rolls and the special intensive revision (SIR).Sources said the notice was being drafted and would be vetted by legal experts before being submitted in both Houses. INDIA bloc constituents are working together on the move, which sources described as a collective Opposition effort to bring a motion seeking Kumar’s removal.A notice submitted by 73 Opposition MPs in the Rajya Sabha on April 24 is still pending. However, the Opposition has decided to submit a fresh notice in light of the latest reports and developments concerning differences within the Election Commission.This will be the Opposition’s third attempt to initiate the process for Kumar’s removal. During its first attempt, notices were submitted in both the Lok Sabha and the Rajya Sabha, but were rejected. The Opposition later returned with another notice in the Upper House on April 24, carrying the signatures of 73 MPs.The April notice invoked Articles 324(5) and 124(4) of the Constitution, provisions of the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023, and the Judges (Inquiry) Act.The fresh move follows reports that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had recorded objections at least 14 times over the past 10 months to decisions and orders, they said, were issued without their knowledge, even though the nationwide SIR exercise was being supervised by the full commission. The reported objections related to changes in statutory voter registration Form 6, additions to and deletions from electoral rolls and the centralised control of the electoral roll database.The Election Commission has maintained that differing views and observations are a normal part of institutional deliberations and that its orders carry full legal sanction and follow established statutory procedures. It has also said that not only the three commissioners but every EC officer is authorised to offer suggestions for improving the electoral system.The parliamentary move will run parallel to the Congress campaign outside Parliament. The party has announced nationwide protests on September 25, with its state units set to march to election offices as it presses its demand for Kumar’s removal.
