Former Chandigarh mayor Davesh Moudgil has sought action against ex-chief minister Charanjit Singh Channi over a photograph showing him appearing for his MA exam at Panjab University on August 20.On Jattvibeday, Moudgil wrote to the Vice President, who is the PU chancellor, the Punjab governor, the state chief minister and the PU vice-chancellor, objecting to the photograph being taken in the examination room and seeking action under the University’s Unfair Means Cases (UMC) Regulations.“In view of the photograph published in the newspaper (on August 21), the matter raises serious questions regarding the possible violation of the University’s examination rules.“If it is established that any prohibited electronic device was carried or used inside the examination hall, action should be initiated immediately under the University’s Unfair Means Cases (UMC) Regulations,” Moudgil, a former senator of Panjab University, said.Moudgil sought to know from the university authorities who took the photograph, which device was used in taking the photo, how the device was brought inside the examination centre and why no action was initiated at the examination centre.He demanded that the CCTV footage of the examination centre and examination hall for the relevant date and time be provided and preserved and made available in accordance with the applicable law and University procedure, so that it can be ascertained whether any security personnel or any other person accompanied the former chief minister inside the examination premises and whether any examination rules were violated.He demanded that the examination should be cancelled and appropriate disciplinary action, including debarment for the prescribed period of two years, should be taken in accordance with the applicable regulations.As per the examination rules of Panjab University, devices such as mobile phones, cameras, smart watches, earphones, tablets, laptops and other electronic/digital devices are strictly prohibited inside examination centres, he pointed out.The allegation is serious and, if no action is taken against Channi despite a proven violation, it would amount to an injustice to those students who have been penalised under the same regulations in the past, he argued.“It may also create an impression that an influential person can disregard the rules with impunity. Such a perception would send a very negative message to society and would adversely affect the credibility, transparency and integrity of the examination system of PU Chandigarh,” he said,  He cited that the Controller of Examinations, Panjab University, has issued strict guidelines prohibiting the carrying or use of any kind of digital or electronic gadget inside an examination centre.
