A lacklustre season left him on the fringe of inclusion, facing competition from incredible seasons from the likes of Morgan Rogers and Morgan Gibbs-White.
But some fans pointed to the quality he has shown in previous years and his important contributions in big moments under Gareth Southgate as reasons why he should have been on the plane regardless.
The decision was eventually made not to bring him along – a call that the former Manchester City man has now opened up on in conversation with The Times.
When asked if he wished he was a part of the England camp across the pond, he said: “Of course I do.

“Every player that plays football wants to be at the World Cup, but it’s a decision that I cannot change and a hard one, for whatever reason.
“But I’m just trying to enjoy the summer off — the first summer I’ve ever had off.”
England are heading to Mexico for their Round of 16 clash against the co-hosts, who have been electric at the tournament so far.
Some fans and pundits have suggested having someone as tricky in tight spaces as Palmer could be a useful tool against defensively solid sides.

IT’S A KNOCKOUT
The knockout stages of the World Cup are hotting up.
England believe football might finally be coming home after 60 years of hurt, with Harry Kane on fire.
But the likes of France, Spain, Brazil and Argentina are all serious contenders to go all the way.
Heavyweights Germany and the Netherlands have both been knocked out on penalties in the Round of 32.

And when asked about seeing those suggestions from fans, he admitted he feels he could have brought variety to Tuchel’s options.
Palmer explained: “Yeah, of course it’s nice (seeing calls for his inclusion), but I’m not there.
“I know what I could have offered. Something different to what the manager has picked.
“But I can’t change the decision and I wish everyone all the best.”
Palmer is making the most of his newfound free time alongside his partner Olivia Holder.
The pair have been spotted soaking up the sun in Ibiza, Cannes and Turkey already this summer.
But while Holder has been catching the eyes of fans, Palmer has been trying to juggle his travels while keeping up with all the World Cup action.
I’m watching it where I can. I’m enjoying my holidays and doing different things, but when I’m chilling then, yeah, if a game is on I’ll watch it.
