The Directorate of Enforcement (ED) has filed the first chargesheet against former Kolkata deputy commissioner of police Santanu Sinha Biswas under PMLA in connection with a money laundering case. He was arrested by the agency on May 14 and is currently under judicial custody.The chargesheet was filed on July 10 before a Kolkata city court in connection with a money laundering investigation relating to Biswajit Podder, alias Sona Pappu, and others. The ED had initiated investigation against Pappu on the basis of multiple FIRs registered by the police under various sections of the IPC and the Arms Act, 1959, for his involvement in rioting, attempt to murder, criminal conspiracy and Arms Act violations.The accused, including Pappu, were engaged in organised criminal syndicate activities in West Bengal and generated huge funds illegally through syndicate operations, it has been alleged. The investigation revealed that Biswas allegedly utilised Jay S Kamdar as a proxy and intermediary, who helped manage transfer and posting offers on his behalf and enjoyed a massive clout within the police establishment through his association with him.Biswas actively interfered in police investigations thereby exerting influence in the matters of law enforcement. Investigation under PMLA established that former cop was also reportedly enriching himself and his family members by getting expensive gifts from Jay Kamdar and his family in return for extending illegal help in police matters, including FIRs.Further, investigation revealed that Biswas undertook expensive construction and renovation of the property situated at Kandi Murshidabad using proceeds of crime. The ED probe has also unearthed residential properties located in and around Kolkata, acquired in the names of certain individuals or companies, which are beneficially owned by Biswas and his family members. The ED said Biswas derived monetary benefits of at least Rs 2.89 crore.
