ED seeks land records of big industrial house from GLADA in money-laundering probe

The Directorate of Enforcement (ED) has sought detailed records of industrial land allotted to several industrial house companies, under the ‘Off the Shelf’ scheme in Ludhiana as part of an ongoing investigation under the Prevention of Money Laundering Act (PMLA), 2002.The action comes days after the ED conducted searches at 11 locations at residence of serving and retired PSIEC officials, besides collecting record of industrial houses in Ludhiana who stand to benefit from the scheme that allows diversion of land and change of land use from industrial to residential and other uses.In a letter to the Estate Officer of the Greater Ludhiana Area Development Authority (GLADA), the ED’s Jalandhar Zonal Office stated that it was probing certain entities and their related firms. The letter noted that undeveloped industrial land had been allotted to these entities by the Punjab Government in Focal Point, Phase VIII, Dhandari Kalan.The ED has asked GLADA to provide Change of Land Use (CLU) and layout approval documents related to the allotments, details of any subsequent layout changes, information on whether the land titles were conditional on developing 60 per cent of the area as industrial land, net residential density figures for the concerned parcels, and scanned copies of the complete file records.The request has been made under Section 54 of the PMLA, 2002. The letter, signed by Assistant Director Mohit Godara, seeks an urgent response. A copy has also been marked to the Real Estate Regulatory Authority, Punjab.
