Ahead of the monsoon session of Parliament commencing on Monday, the government on Thursday issued the legislative agenda, which lists several major Bills but excluding the 131st Constitution Amendment Bill, 2026, which seeks to link delimitation with women’s reservation.The delimitation Bill can, however, be brought at any time should the government manage the two-thirds majority it needs in the Lok Sabha to pass it.Among the key legislations listed is the Foreign Contribution Regulation Amendment Bill, 2026, which seeks to tighten regulations on NGOs receiving foreign funding. The Bill gives government powers to seize foreign funds and physical assets of NGOs if an organisation fails to comply with licensing and regulatory norms.Also listed is a Bill to amend the Prevention of Insults to National Honour Act, 1971, which seeks to make the insult and obstruction of the singing of national song “Vande Mataram” a punishable offence.The Income Tax Amendment Bill, 2026, listed in the legislative business will replace the IT Amendment Ordinance, 2026, promulgated by the President on June 5. This ordinance fully exempted foreign portfolio investors from income tax payments on interest and capital gains earned from government securities.”The Bill seeks to deepen India’s sovereign debt market, attract stable global capital inflows and enhance liquidity amid the prevailing global macro economic environment, marked by significant volatility arising from geopolitical uncertainties and sharp increases, including oil prices and disruptions in global supply chains,” the government said.Yet another controversial Bill to be taken up is the Viksit Bharat Shiksha Adhishthan Bill, 2025, which seeks to create a uniform higher education regulator subsuming the UGC and the AICTE.The Supreme Court Number of Judges Amendment Bill, 2026, which seeks to increase the number of judges from 33 to 37 excluding the CJI, has also been listed.Listed BillsThe Foreign Contribution Regulation Amendment Bill; the Prevention of Insults to National Honour Amendment Bill; the Registration of Births and Deaths Amendment Bill; the Supreme Court Number of Judges Amendment Bill; the Viksit Bharat Shiksha Adhishthan Bill-2025; the Micro, Small and Medium Enterprises Development Amendment Bill; and the IT Amendment Bill.
