Jagtar Singh Hawara, convicted in the assassination of former Punjab Chief Minister Beant Singh, has declined the two-day custody parole granted by the Delhi Prison Department, sources said. Hawara reportedly demanded a regular parole instead, to meet his ailing mother.The development comes after Punjab Chief Minister Bhagwant Mann pushed for Hawara’s release on parole, expressing hope he could meet his octogenarian mother.Mann said the Governor had assured him that all relevant papers would be forwarded to the Union Home Secretary. “Hawara’s mother is old and ailing. The family says that though she is feeble, she responds when Hawara’s name is taken. For 31 years, a mother has been waiting for her son,” Mann stated.Sources said Hawara was informed that he was categorised as a high-risk prisoner, and his movement outside prison would require deployment of additional security personnel.Hawara was convicted in the 1995 assassination of Beant Singh. He was awarded the death penalty by a trial court in 2007, but the Punjab and Haryana High Court commuted it to life imprisonment in 2010. He is currently lodged in a Delhi jail. In 2004, he escaped from Burail Jail, Chandigarh, through a tunnel, but was later re-arrested.
