The Ministry of Youth Affairs and Sports has notified the revamped Khelo India Scheme for 2026-27 to 2030-31, with a total financial outlay of Rs. 29,054 crore.According to a Gazette notification issued on Monday, the Centre will contribute Rs 28,489 crore and the State/UT share will be Rs 565 crore.The revamped scheme aims to create a structured pathway from grassroots participation and talent identification to elite-level training and international competition. Its stated vision is “to transform India’s Sports Landscape”, with the framework aligned with Khelo Bharat Niti-2025 and the National Education Policy (NEP) 2020.The scheme has nine components, with the largest allocation of Rs 10,586 crore earmarked for Khelo India Training Facilities. The component will integrate Olympic Training Centres, State Training Centres, Khelo India Centres of Excellence and grassroots facilities. It will also provide athletes access to sports science, nutrition, mental health support, sports medicine and technology-enabled monitoring.Sports Infrastructure for Medal Strategy has been allocated Rs 4,866 crore, while Rs 4,963 crore will be spent on strengthening strategic sports assets, including the modernisation of existing facilities and creation of high-performance centres.The Sports Competitions and Leagues component has an allocation of Rs 2,358 crore. It will expand structured competitions across age groups and disciplines, including Youth and University Games, Beach Games, Water Sports Festival, Martial Arts Games, and school, university, regional and sport-specific leagues.The scheme also provides for ASMITA Leagues to promote women’s participation, along with dedicated initiatives for para-athletes, indigenous and tribal games, and sports for peace and development.Another Rs 2,407 crore has been earmarked for Talent Identification and Development. The component aims to create a standardised, science-based and technology-enabled system to identify and nurture promising athletes through a four-tier pathway covering Foundation, Grassroots, Intermediate and Elite levels.Coach and Support Staff Development has been allocated Rs 748 crore, while Rs 300 crore will go towards the Fit India Movement and Rs 302 crore towards Sports Technology.The Sports Technology component will create a Khelo India Digital Ecosystem incorporating the National Sports Repository System, Athlete Management System, Game Management System and Federation Management System. It will also use AI-based analytics for talent identification and performance monitoring.The State Action Plan for Sports Infrastructure Development has a Central allocation of Rs. 1,400 crore, besides the Rs 565 crore State/UT share. Funding will follow a 60:40 model for general-category states, 90:10 for northeastern and Himalayan states, and 100 per cent Central funding for UTs.The scheme will be steered by a National Executive Council chaired by the Youth Affairs and Sports Minister. Project proposals will undergo appraisal by the Project Appraisal Committee and approval by the Departmental Project Approval Committee. A further Rs 559 crore has been provided for administration, monitoring and evaluation.The notification states that the revamped scheme will be implemented with “immediate effect”. It also provides for periodic monitoring and independent third-party evaluation of its implementation.
