Parliament to debate women’s quota Bills today; Cong, DMK give notices opposing introduction of draft laws

The Parliament of India is all set to debate three Bills to advance the schedule for the implementation of 33 per cent women’s quota in Lok Sabha and state assemblies today, with the Opposition signalling a firm intent to resist their introduction.The day began with the DMK and Congress giving notices in Lok Sabha to oppose the introduction of three Bills the government will pilot today.Hibi Eden of the Congress and K Kanimozhi of the DMK gave the notices saying the Bills in question had nothing to do with women’s reservation and were a ploy of the BJP government to raise the seats of Lok Sabha and redraw boundaries by delinking the delimitation process historically tied to the latest census.The Bills provide for raising Lok Sabha strength from 543 to 850 MPs on the basis of the 2011 census and argue that the results of the ongoing census would take time and there was no cause to further delay the roll out of women’s quota.The opposition notices say that this delimitation will benefit Hindi heartland states disproportionately and place South Indian states at a disadvantage.DMK chief MK Stalin called the delimitation bill a black law meant to convert Tamilians into refugees in their own land.Stalin burnt copies of the Bill today.Meanwhile, the government reiterated that the southern states would get their due like all others and every state would see a 50 per cent rise in seats which would make the process fair.Law minister Arjun Meghwal will introduce the Bills today and Prime Minister Narendra Modi is expected to speak.Bills to be taken up:The Constitution (One hundred and thirty-first amendment) Bill, 2026: To operationalise one-third reservation for women, including women belonging to the Scheduled Castes and the Scheduled Tribes, in the House of the People and the Legislative Assemblies of the States, the National Capital Territory of Delhi and the Union territories through delimitation exercise to be undertaken on the basis of the population figures of the latest published census (read 2011). This same Bill provides for raising LS strength to 850 MPs.The Delimitation Bill, 2026: To provide for the readjustment of the allocation of seats in the House of the People to the States and Union Territories, the total number of seats in the Legislative Assembly of each State and Union Territory having a Legislative Assembly, the division of each State and each Union territory having a Legislative Assembly into territorial constituencies for elections to the House of the People and Legislative Assemblies of the States and Union territories and for matters connected therewith.The Union Territories Laws (Amendment) Bill, 2026: A Bill further to amend the Government of Union Territories Act, 1963, the Government of National Capital Territory of Delhi Act, 1991, and the Jammu and Kashmir Reorganisation Act, 2019 — to align the UT laws with women’s reservation law.
