Likhachev said: “[Our] nuclear shield, [our] nuclear sword – remains our key task.
“The President of the Russian Federation [Putin] personally oversees the creation of weapons based on new physical principles and the maintenance of the combat capability of our existing solutions.”
The revelation came as Putin’s henchmen were caught in a dispute over whether they planned to unleash nuclear missiles on their enemies.
Close crony Dmitry Medvedev – a former Russian president – threatened the “real possibility” of “nuclear apocalypse”.

Medvedev said: “Our conflict with the Western world today is existential in nature.
“And, unfortunately, I have no illusions about what will happen next.”
But Andrey Belousov, ambassador-at-large at the Russian Foreign Ministry, slammed the claims.
Belousov said: “We consider it necessary to refute the unfounded speculations that Russia is allegedly considering the possibility of using nuclear weapons in Ukraine or threatening to use them.”
He claimed Moscow is actively working to “prevent any military confrontation” between nuclear rivals.
“Russia is not interested in escalating tensions. It is in our interests that nuclear weapons are never used.”
Meanwhile Ukraine challenged Moscow to make clear its intentions on the use of nuclear weapons.
Armed Forces Colonel Pavlo Yelizarov: “If we increase our effectiveness and inflict more damage, and they experience a depression on the frontline, I don’t rule out a counteroffensive.
“We could hold positions on certain lines.
“The question is whether they will use tactical nuclear weapons.
“This is an international issue, and it would be good for them to start discussing it.”
It comes after Russia issued a brazen “last warning” to four Nato nations over Ukrainian drone strikes – sparking fears of World War Three.
The Kremlin accused the Nato states of allowing Ukrainian drones to fly over their territory to strike key oil port targets near St Petersburg.
In a chilling warning Secretary of Vladimir Putin’s security council Sergei Shoigu threatened military strikes against Finland, Estonia, Latvia and Lithuania.
All four states – covered by Nato’s article 5 collective defence umbrella – denied giving permission to Ukraine to use their airspace.
Hardline MP Andrei Kolesnik said Shoigu was issuing a “final” warning, with Putin’s authority.
Baltic states should not make the “mistake” of acting with “impunity” against Russia, he added.
