Enforcement Directorate (ED) teams on Friday raided the residence of Vijay Raj Kapooria in Nangal town of Ropar district in connection with an alleged Rs 100 crore cyber fraud case involving a call centre that allegedly duped foreign citizens.The ED teams arrived at the house in afternoon. They questioned the tenants as the family of accused has already shifted from the town. The members of ED team refused to talk to media present at the spot.The original police case was registered on January 10, 2024, against Kapooria, Sanket, Sonu, Rajat Kapoor and Nikhil Kapil under Sections 420 and 120-B of the IPC and Section 66 of the IT Act by Mohali police.Kapooria is one of the main accused in the case. A case was registered after the district cyber cell allegedly busted a call centre being operated from a residential premise in Sector 108 on January 9, 2024. The police had alleged that the centre was being illegally operated and that people abroad were being cheated through fraudulent calls.The ED raid comes against the backdrop of a continuing legal and police controversy surrounding the investigation. Two other accused in the case, Sonu and Rajat Kapoor, had approached the district court seeking their discharge, claiming that they had been falsely implicated and were merely employees of the company.In their application, the accused claimed there was no identifiable victim who had been cheated and that there was no material to establish any wrongful gain to them or wrongful loss to any other person. They argued that even if the allegations in the FIR and police report were accepted as true, no offence was made out against them.The case had earlier taken a dramatic turn after Inspector Amanjot Kaur, who was then in-charge of the district cyber cell, wrote to Punjab DGP Gaurav Yadav seeking transfer of the investigation to the State Cyber Cell.The woman inspector alleged interference in the investigation and claimed that attempts were being made by a police politician nexus to favour the accused and implicate her. She described herself as a whistleblower in the alleged scam and sought an independent investigation free from local and political influence.Following her complaint, the DGP constituted a Special Investigation Team headed by ADGP V Neerja, with IGP Dhanpreet Kaur and Mohali SSP Deepak Parekh as members, to examine the allegations and investigate the case.The district court in April 2024 ordered registration of an FIR against Inspector Amanjot Kaur on a petition filed by Palak Dev under Section 156(3) of the CrPC, alleging that she had demanded a bribe of Rs 25 lakh. The Punjab and Haryana High Court subsequently stayed the order, with the matter listed for hearing on September 12.Inspector Kaur, who was transferred from the district cyber cell had maintained that the alleged call centre was operating from a residential premise without the required permissions and had allegedly been defrauding people abroad for several years.The latest ED action is expected to bring renewed focus on the alleged financial transactions and wider network behind the suspected cyber fraud.
