Manchester United forward Matheus Cunha was brought down by Brentford defender Kristoffer Ajer.
The referee initially waved away penalty protests before VAR intervened.
Some television replays showed that Ajer got the slightest touch on the ball, and the referee’s first instinct was correct.
But the official reversed his decision and awarded a spot-kick to Brazil.

Fans watching on around the world were left stunned by the decision.
“That is scandalous,” one said. “How did they not show the ref the angle where the Norway player gets a touch on the ball?
Another commented, “If that’s not cheating by VAR I don’t know what is.

Bruno Guimaraes stepped up to take the penalty for Brazil, but it was saved by Norway goalkeeper Orjan Nyland.
