Punjab Chief Minister Bhagwant Mann on Thursday said the government should either implement the women’s quota law on the basis of the current Lok Sabha strength or ensure all states’ share in the House increases by the same proportion. The Constitution (131st Amendment) Bill, to tweak the women’s quota law, was introduced in the Lok Sabha on Thursday after a division of votes. Two ordinary bills — the Delimitation Bill and the Union Territories Laws (Amendment) Bill — were also introduced in the House.Asked about the issue, Mann said he supports women’s reservation, but the government must give a reservation on the current strength of the Lok Sabha, which is 543 seats. He said if the government is increasing the seats to up to 850, then increase the seats of all states by the same proportion.”Increase seats in Punjab from 13 to 20. If one state has 85 seats, raise it to 120, but they are taking 85 seats to 140. In (West) Bengal, the number of seats ranges from 42 to 58-60. But they will not raise it to that level,” he said.”From where they (BJP) are winning, they intend to raise the number of seats, and from where they lose, they want seats to be kept at a lower number,” he alleged.”It (delimitation) should not happen with wrong intentions,” Mann said. There should be no politics in the delimitation exercise of parliamentary constituencies, Mann asserted. On delimitation, Mann said data from the upcoming census should be used for the exercise.Meanwhile, AAP leader Manish Sisodia, while asserting his party’s support for the women’s quota law, alleged that under the garb of the Bill, the whole structure of seats was being “tampered with” and that it was against the country’s demography.”It has become a trend for (Prime Minister Narendra) Modi ji that if he could not win from any area, Vidhan Sabha, booth, mohalla, he gets votes cut. Cutting 80 lakh votes, 90 lakh votes, 27 lakh votes, Modi has adopted a new trend,” he said.”Now they are bringing a new ‘Modi Vidhan’, where the BJP cannot win, they reduce the number of Lok Sabha seats, and where they win elections, they increase the number of seats.”Their way of doing delimitation is completely wrong,” said Sisodia, alleging that “for Modi ji, only the lust of power matters”.Earlier in the day, the Bills were introduced in the Lok Sabha after intense debate, following which the opposition pressed for the division of votes to introduce the Constitutional (131st Amendment) Bill. The Bill was later introduced with 251 members supporting it and 185 members voting against the introduction.
