Six in ten voters also say they do not know what the Prime Minister stands for – almost two years since he got into Downing Street.
And 63 per cent say he is not in touch with ordinary people, with just 19 per cent believing he is.
Only a quarter of Britons think the PM acts with integrity, while 20 per cent say he shows sound judgement.
By contrast, Nigel Farage is seen as more in touch with ordinary people, with 31 per cent saying he understands them compared to 19 per cent for Sir Keir.

However, 51 per cent say the Reform UK leader does not tell the truth very often or at all, compared to 46 per cent who say the same of the PM.
Ipsos Director of Politics Keiran Pedley said of the findings: “We can see why Labour faces a challenging set of elections next week.”
It comes as Labour is on course to lose almost 2,000 councillors in next week’s local elections, according to pollster Lord Robert Hayward.
Labour’s battering will likely spark a fresh rebellion against the PM who is already feeling the heat over the Peter Mandelson scandal.
