The Vigilance Bureau, Economic Offences Wing, Ludhiana, has arrested KD Chaudhary, a former and first Chief Managing Director (CMD) of the PSPCL, Sanjeev Prabhakar, a former Senior XEN, and Amit Garg, Director, Damini Resort and Builders Private Limited, Ludhiana, in a corruption case regarding irregularities in the installation of a 66 kV substation at Basant Avenue. The arrests were made from their residences in Ludhiana.A spokesperson for the Vigilance Bureau said the coloniser of Basant Avenue, allegedly in collusion with the field officers concerned of the PSPCL, got the 66 kV substation installed in 1015 sq yards in his colony.He said the authorities had instructed the field officers to verify the NOCs of all colonies of the coloniser. Since the colonies were interconnected and located side by side, the entire electricity load should have been calculated together and the entire cost of the 66 kV substation would have been borne by the coloniser.However, the guidelines issued by the Ministry of Power regarding installation of substations were not followed, he said. The fact that the 66 kV substation had no paved road and was located in fields about 3 km away from the Pakhowal link road was not mentioned in the proposal or later in any office noting by the authorities concerned or the Chief Managing Director. The substation continues to be located in undeveloped colonies and fields.The spokesperson said the proposal sent by then XEN Sanjeev Prabhakar and other senior officers posted in the field regarding the 66 kV substation was approved by then CMD KD Chaudhary, ignoring the shortcomings and directly benefiting Basant Avenue Colony.A case was registered against them following the conclusion of a Vigilance inquiry on May 10, 2021.3 get one-day police remandA Ludhiana court on Wednesday remanded former PSPCL CMD KD Chaudhary, former Senior XEN Sanjeev Prabhakar and Director of Damini Resort and Builders Private Limited Amit Garg in one-day police custody.
