The construction firm Consord, foreman Ram Babu, site incharge Harinder, and contractor Rajesh Chauhan and  have been booked for causing death by negligence not amounting to culpable homicide and endangering human life in the earth cave-in incident at the under-construction building of Elite Medicity Hospital in A-Block of Aerocity on Thursday evening.Two construction labourers Udayvir and Ominder of Bareilly died while Anuj was seriously injured in the incident.Police officials said the under-construction hospital building was associated with a prominent joint replacement and orthopaedic surgeon in Mohali.Deputy Commissioner Komal Mittal has ordered two separate probes by GMADA and the police on the reasons behind the accident. GMADA officials will also submit report on the lapses and compliance of building bylaws in the under-construction hospital.A large mound of loosened earth reportedly fell from a height of around 30 feet on construction workers engaged in work below at the basement of the site. Eyewitnesses said the cave-in was triggered by a passing truck on the road where extensive digging work had taken place and earth had loosened.Local councillor Harvinder Singh Binder on Thursday said the earth was dug around 30 feet deep to construct the basement ofthe hospital. Due to the alleged lack of proper arrangements, soil embankment on the roadside gave way. One of the side walls collapsed too. The councillor and several local residents said the workers lost their lives due to the negligence of the contractor and the lack of attention by owners.The construction work being carried out deep below the ground level had rendered the earth loose.Onlookers and local residents alleged that repeated warnings to the contractor and workers had fallen on deaf ears for the past one month.
