Teams of the Enforcement Directorate (ED) on Tuesday swooped down on the headquarters of the Greater Mohali Area Development Authority (GMADA) in Mohali and 27 other locations across Delhi, Chandigarh, Panchkula and Ludhiana in a probe into alleged irregularities involving suspected loss of Rs 100 crore.The Chandigarh residence of IAS officer Rajiv Gupta, who was earlier Chief Administrator, GMADA, was also raided.The agency, which was assisted by the CRPF, sealed at least three floors of the GMADA building, including the Chief Engineer’s chamber, and confiscated mobile phones and office computers used by senior officials. CCTV cameras were installed on the GMADA premises.Soon after ED personnel arrived, several top officials, including Secretary (Housing) Vikas Garg, GMADA Chief Administrator Sandeep Rishi, Land Acquisition Collector Rohit Jindal, Estate Officer Aman Gupta, Additional Chief Administrator Amarinder Singh Malhi and Additional Chief Administrator (Finance) Rakesh Popli and Chief Engineer Ajay Garg were questioned jointly. They were later taken to their respective offices on the GMADA premises for further questioning. ED sleuths have also retrieved chat records from the mobile phones of the officials.The questioning of officials and scrutiny of the records continued till late in the night and is expected to continue tomorrow.Reacting to the raids, the Aam Aadmi Party (AAP) accused the BJP-led Centre of misusing agencies to intimidate Punjab officials and obstruct the Bhagwant Mann government’s development agenda.Party leaders claimed that targeting a key revenue-generating institution “exposed” the Centre’s political vendetta. They said it was designed to disrupt state welfare initiatives, including the Mukhya Mantri Mawan Dhiyan Satkar Yojana.Drawing parallels with actions taken ahead of elections in Delhi, AAP maintained that the state’s progress and infrastructure projects in Mohali could not be held hostage to political pressure. The party said the government’s mandate could not be undermined and vowed to continue accelerating public welfare projects.The party said, “The BJP cannot stop the government’s work politically, so it is now trying to create pressure through central agencies. GMADA generates substantial resources for Punjab. These are the resources that enable an elected government to undertake development and provide welfare to its people. When the BJP targets GMADA and frightens its officers, it is ultimately targeting the capacity of the state government to continue its work for the people.”The high-profile multi-city search and survey operation is part of a money-laundering probe into alleged irregularities in land acquisition, change-of-land-use approvals and financial concessions allegedly extended to private realtors. The investigation includes the alleged waiver of more than Rs 100 crore in dues to realtor Remigate, which is developing a food court on a 1.3-acre site in Mohali, on the pretext of of the site being declared only partially feasible.The waiver was approved during the 34th meeting of GMADA in 2025, chaired by Chief Secretary KAP Sinha. The then GMADA Chief Engineer had reportedly said the demand for Rs 40 crore in non-construction charges was not justified as the site was not free from encumbrances.In a statement, the ED said its investigation had found that the promoters of Tirupati Infraprojects also controlled Remigate Buildestates and MB Infrabuild. According to the agency, the firms acquired two prime auction sites in Mohali from GMADA and subsequently secured substantial financial relief in dues payable to the authority. The ED alleged that the suspected undue gain to the companies, and the corresponding loss to the exchequer, exceeded Rs 100 crore.The action pertains to the promoters, directors and associated persons of Tirupati Infraprojects, Remigate Buildestates (India) Pvt Ltd, MB Infrabuild Pvt Ltd, Mera Baba Reality Associates Pvt Ltd and Mera Baba Infrastructure Pvt Ltd.Tirupati Infraprojects is already facing CBI and ED cases in connection with an alleged bank fraud of around Rs 290 crore related to the Radisson Blu hotel project at Paschim Vihar, New Delhi.Sources in the ED did not rule out arrests of some top officials in connection with the probe, as the agency has already registered a case against Tirupati Infraprojects in Delhi. Two top Punjab officials are already under the scanner in the case.The ED has also sought records of the case pertaining to GMADA paying Rs 191.16 crore to a Gujarat-based merchant banker to raise Rs 15,000 crore, which will be used not only for acquiring 5,000 acres of land but also depositing the funds thus raised with the Department of Finance.The agency has sought records of persons whose land was acquired under recent GMADA acquisitions in New Chandigarh and Mohali. As part of the probe, the ED is searching the premises of Tila Consultants & Contractors Pvt Ltd, which handled several consultancy assignments for GMADA and is suspected of acting as an intermediary in the alleged irregularities.
