However, the EFL club’s chairman Tony Stewart remains ambitious and thus hired McClaren, 65, in the newly-created role.
The former Manchester United coach will assume his duties “with immediate effect” and will start by finding a new manager following the departure of Lee Clark.
Stewart made the decision to appoint his longtime friend due to his “vast experience across numerous levels and disciplines within the game”.
Rotherham announced: “The Yorkshireman’s role will see him provide strategic leadership and oversight across our football operations with the objective of rebuilding the club following relegation from Sky Bet League One.

“McClaren’s appointment will enable the club to establish a sustainable structure that enhances the club’s efficiency in departments both on and off the pitch and will see him become highly-influential in his advising of the Chairman and Board on all football-related decisions, the most immediate of which will concern the appointment of a new first team manager/head coach.
“The former Manchester United assistant will lead and manage the process for the recruitment and appointment of the candidate selected to fill that position and will define performance expectations and the football philosophy for that individual and their associated staff.
“The club will utilise Steve’s vast experience in the game in every aspect of its processes from player recruitment and squad planning – in which area he will work closely with our Director of Football Recruitment Rob Scott – to day-to-day decision-making.”
McClaren burst onto the scene as Sir Alex Ferguson‘s assistant manager at Man Utd in 1999 and was part of the famous treble-winning team.

The North Yorkshireman’s first managerial role took place in 2001 when he took over at Middlesbrough.
A successful five-year spell, which included a League Cup triumph and a stunning run to the Uefa Cup final, led to his appointment as England boss in 2006.
However, McClaren failed to lead the Three Lions to Euro 2008 and that caused his early dismissal only a year later.
The experienced manager bounced back at Twente in 2008 where he won the Eredivisie two years later.
But he couldn’t keep up the momentum as he then underwent a nomadic career that included hapless stints at Wolfsburg, Nottingham Forest, Derby, Newcastle, Queens Park Rangers and most recently Jamaica.
This comes as McClaren’s former club England prepare for this summer’s World Cup in the United States, Canada and Mexico.
