The debate over the pending Constitution 131st Amendment Bill that links women’s reservation in politics to delimitation took a fresh turn on Wednesday amid signs that Sharad Pawar-led NCP (SP) may back it in the upcoming monsoon session.Though NCP (SP) leader Supriya Sule was quick to dismiss the talk of her party supporting the Bill, which is yet to be made public, the Congress did not appear amused.In fact, senior Congress leader P Chidambaram openly said late on Tuesday that the BJP was wooing the NCP (SP) and even the DMK for support to the controversial draft legislation that the government plans to pilot in the monsoon session of Parliament commencing from Monday.”Any support to the new version of the failed Bill will be a betrayal of the NCP (SP) and DMK’s own conscience that guided them earlier,” said Chidambaram, indicating divisions within the Opposition INDIA bloc on approach to the Bill that promises to raise current Lok Sabha seat strength of every state by 50 per cent to make way for 33 per cent women’s quota in the Lok Sabha and state assemblies by the 2029 general elections.That the government is working to garner the numbers (a Constitution amendment Bill must be passed by two-thirds of the MPs present and voting) is no secret.Union Home Minister Amit Shah had already said during the April special session when the Bill was defeated by the Opposition that he was willing to make changes to assure everyone that no state would lose seats due to delimitation and southern states would indeed gain.The government leaders are working to redo the old draft to make it more acceptable.As for the numbers, the two-thirds mark in the 543-member Lok Sabha is 360. The NDA presently has 299 members, including six Shiv Sena (UBT) MPs who have declared to join Eknath Shinde’s Sena faction in the Lok Sabha; 20 MPs of the NCPI, which rebel TMC MPs had joined; and four of the YSRCP.Counted together these make up 323 MPs. The DMK has 22 MPs and the NCP (SP) has eight. The government would need to continue wooing major parties or convince them to abstain during voting on the Bill to make the effective LS strength fall and hence the two-third majority mark to fall.Cong meet todayThe Congress’ parliamentary strategy meeting will take place on July 16 and NDA MPs will meet on July 21, a day after the monsoon session startsPM meets Shah, Nabin, SantoshPrime Minister Narendra Modi on Wednesday met BJP president Nitin Nabin, Home Minister Amit Shah and BJP general secretary (organisation) BL Santosh to finalise the proposals for party revamp which is expected any time now. The proposal has been awaiting the nod of the PM who just returned from his three-nation visit.
