The National Police have launched a major search to find the missing child, after she was allegedly snatched from a family meeting point in Oviedo, Spain.
In a statement to the press, Minister of Social Rights and Welfare of the Asturian Government Marta del Arco said the girl had been living in a foster family for 18 months.
She had been able to maintain regular contact with her biological family at the meeting point in the facility, which specialised in monitoring foster care processes.
The councillor in attendance said the alleged abduction was “completely unexpected”.

According to the Superior Police Headquarters of Asturias and the Ministry of Social Rights and Welfare, a complaint had been filed by the regional government through the General Directorate for Children and Families last Thursday.
Del Arco said supervised meetings between children and their biological families were a common practice and that there had been no reason to suspend them.
The meetings are held with a specialised educator present to ensure that messages the children received were appropriate and reassuring.
The biological family’s reaction had been “totally unexpected”, despite having appealed the foster care process.
Appeals happen in 97 per cent of foster care cases, the ministry reported.
Del Arco added that the foster family is “in a very complicated and very difficult moment” due to the abduction.
She said the team from the General Directorate of Childhood and Families had been in constant contact with them, with continuous details of the investigation.
The National Center for Missing Persons (CNDES), under the Ministry of the Interior, published a notice on its website and social media with an image of the girl.
The ministry has urged locals with any details regarding the minor to gather any information that may help locate her, and hand it over to police.
In addition to releasing a photograph, police say Miranda is 3.9 ft tall, weighs around 39lbs and has a slim build.
She also has brown hair and brown eyes.
